I don't agree with that. When I was learning english runescape did help me quite a bit. Also when I was going for 99 Defence and I played on German servers I learned quite a bit of vocabulary.
When I was going for 99 Woodcutting, I always hunted for the best Evil Trees on the foreign servers. And that meant I had to understand what the Spirit Trees were saying, and where I was to go to find out what tree needed to be dispatched. With the help of a translator and a short Evil Tree guide on where they pop up, my initial week was all learning.
Over time, I became really committed to dedicating a couple hours of my day to hunting Evil Trees, sometimes even guiding friends. It helped me learn a little of the other languages (and most notably improve my French, which I was already learning at the time) because a lot of information was being fed at me to understand.
Oh, and they're always empty too. Which was a nice bonus.
