Well magic is a skill many say is hard because of the price of the runes, no matter how you train magic
it will cost a good amount of money so here is my guide to 99 magic.
The cheepest way to level 99 magic. (Total Cost 10-50M with a chance or profit)
0-19 Magic, Cast Wind Strike on a monster I suggest ducks in Fally or Lumby.
Items Needed: 530 Mind Runes, 530 Air Runes or air staff.
19-55 Magic, Cast Curse till you can High-Alch I suggest Chickens, Ducks, and Rats anything that you can hit from a safe spot is good.
Items Needed: Iron Full Helm, Iron Pl8, Iron Legs, Iron Kite, Earth staff, 5,700 Body Runes, and 11,400 Water Runes.
55-99 Magic, High-Alch all the way from here there are many things to alch where you lose little or nothing at all!
Buy Yew Long (u) from ge and bowstrings string them and alch. You can either make a good amount of money or lose a good amount this way.
Items & Skills Needed: 70 Fletching, 197,967 Nature Runes, and 197,967 Yew Long Bows.

Another good way to 99 magic. (Total Cost 60-70M with a chance or making profit from the drops)
0-19 Magic, Cast Wind Strike on a monster I suggest ducks in Fally or Lumby.
Items Needed: 530 Mind Runes, 530 Air Runes or air staff.
19-35 Magic, Cast Curse I suggest Chickens, Ducks, and Rats anything that you can hit from a safe spot is good.
Items Neeed: Iron Full Helm, Iron Pl8, Iron Legs, Iron Kite, Earth staff, 636 Body Runes, and 1,272 Water Runes.
35-99 Magic, Here is where you can make or lose money cast Fire Bolt on monsters you can do slayer, kill zombies under varrock, anything really just try to use a safe spot to save money on food.
Items Needed: Mage Gear, 377,161 Chaos Runes, Fire Staff, 1,131,483 Air Runes.

Then theres the way i did my magic. (Total Cost 40-50M)

19-68 Magic, Cast Curse till you can High-Alch I suggest Chickens, Ducks, and Rats anything that you can hit from a safe spot is good.
Items Needed: Iron Full Helm, Iron Pl8, Iron Legs, Iron Kite, Earth staff, 20,727 Body Runes, and 41,454 Water Runes.
68-87 Magic, Mage training arena from here on out, Just grab orbs and enchant and put in the hole.
Items Needed: 57,628 Cosmics, Mud Staff, Progress Hat.
87-99 Magic, Mage training arena from here on aswell, Just grab orbs and enchant and put in the hole.
Items Needed: 124,566 Cosmics, Lava Staff, Progress Hat.

There is also PC I don't advise it tho as it is verry slow.
