Citadel is being downgraded. Even with the downgrade there's not enough wood gathered. Roughly 1400 is still needed. Don't complain to me if we don't reach the target.

Just fixed a bug that has been present in the goal signature system since the release of summoning. Use combat skill sigs more!! (that's the one with the 8 combat skills on it)
