I think so...
Make a selection.
Edit>Stroke.
Make the color black, in pixels select however thick you want.
It should be fine, but my options could be wrong since photoshop wasnt even open when i said this.

either do what rafe said
or to outline like characters and stuff u have to do it the hard way by getting out ur pencil tool and outlining by hand

Plus, if you select the whole thing, click on "Inside" so that the line will show.
