Yes, i believe POH's and Carpentry will be coming out in Underground month. And here's why:
1. If you look in the runescape smithing guide, you will see rune nails. I believe this suggests that there will be different types of nails for what you make (ex: larger and heavier objects might need rune nails, but smaller and lighter items could use smaller nails)

steam powered underground railway could be a way to simplify POH's. Get on a train to get to your house, so that way there wouldn't be tons of houses in one area.

huge map area the city will occcupy. If the railroad isn't how its done, then the huge map will hold POH's.
5.
existing skills an unseen hint that there will be new skills to accompany the old ones ( as well as updates for the old ones).
