I've gotten up to a 27 using the Dragon Long special.

Other than that, 21's naturally with D Scimmy.

U cant hit 20 with 85 str and scimmy (nat)... - even with ruby u should hit max 18 (probly even 17). I know cause Im 87 str and I hit 18 with ruby and scimmy nat.
