Actually, IE8 will run in two modes. Non-standards mode, and standards mode. The web developer must put a meta tag in their page to tell IE which to use.
In a way it's better, in a way it's ****. Microsoft should be absolutely adopting web standards, not making their piece-of-crap browser switch between standards and non-standards.
