Plunder's quest reqs

21 Thieving
Started Icthlarin's Little Helper

That's pretty much it. Other than that, Contact! quest is useful for accessing the bank their. Both are pretty annoying quests tbh.

I'm 60% sure you can do it without Icthlarin's Little Helper. I seem to remember using the Pharaoh's sceptre to get there and I could play.

It's worth a try Killer. But if you do the quests you get to use the bank there, so can get on with levelling a lot easier.

Yes, you can play with just starting Ichilaran's Little Helper, but I SERIOUSLY reccomend you do up through 'Contact!'. It will help you TONS if you are going to train Thieving lots. Have fun with it though.
