As I understand it, the great exchange won't be the only way to trade...you should still be able to trade person to person. Of course, we'll have to wait and see...but that was my understanding.

I think they meant to. When we had that night were Runescape was down, they were probably testing for a next day release. Unfortunately, they probably ran into some problems with the update. So I would guess they switched the following weeks update, just expecting not many people to use it anyway, and the Great Exchange.
I think there might be some more delays on the Great Exchange. I'm sure they have been working on it for a while, but an update like that takes some serious work, to find and fix all the bugs that it would be creating.
