It's bad and good. It's the way it should be! why can't you attack someone else while a monster is ? It makes no sense. Going back to real life here, you should be able to do that in real life, so they made it in the game, they are starting to pull towards that.
If you'd like things the way they are in real life, why is there magic, why does burying bones raise a prayer level, why is there levels at all, many of the monsters in RuneScape do not exist in real life, plus many many other things.
RuneScape is a game, and arguing that making something more like real life is hardly an argument at all when the very game itself takes place in a world that does not truly exist.
Personally, I think this update was a step in the right direction, but not all that it needs to be. Sure, it intended to get rid of the macroers at the green dragons and whatnot, but there are other factors that annoy every day players more than the good it did about the autoers. There need to be instances where players cannot be attacked by a player and a monster at the same time. Perhaps under a certain danger level, perhaps depending on what monster is attacking the player, or even what area of the wilderness the player is in. These limitations will need to be placed strategically so that the good it does in reducing macroing far outweighs the annoyances caused to the honest RuneScaper.
