I think this song is referring to all wars that took place (present or past), but the Armenian Genocide war in particular.

» The people were slaughtered and killed because they never had enough protection, during the Genocide war; they were forsaken and left to die and no one was going to save them. It emphasizes how they really didn't have any help; they want us to understand that many people died and sacrificed their lives. Some people don’t really think about the individuals who fought in wars. This song is a tribute to them.

"Do you hear us we are rotting"
» Demonstrates the neglect placed on these countries that are bombed. In other words it's basically how many innocent lives must be destroyed before the other government gives up. Why must they rot? The innocent civilians were just living their lives, then they got killed.

"Mimes overtaken by the signs of the Right"
» I think this is referring to the people that have a point, but are ignored; something similar to the higher class (politics) not giving us the voice to speak the truth. The people who have a point are mimes acting out and deleivering signs that are the truth; messages that they want the U.S. to hear but are shunned.

"The bombs are falling overhead with no sight while you are talking all detached, so tell us"
» In other words, innocent people are dying why politics and upper class people are back at home sitting on their couch being lazy a**es talking about how wonderful they are and how great their lives are.

"We're going down in a spiral to the ground. No one, no one's gonna save us now!"
» It's too late . . . nothing can be done.

It's a good thing the lyrics were there for me to read :P
I don't like the song (music and singing), but I do like the meaning behind it. You already pointed out most of the themes I saw in it as well.
