Yes, this is very rare, you must have to get 99 Attack, or something doing Slayer.

I still think purple goblin mail is one of the rarest item people actually have. I actually doubt anyone has that. But still it's easy to obtain unlike the slayer cape.

You level up your Hitpoints doing slayer, no matter what. Whatever attack you do, gives you hitpoints EXP.
