Buy Adobe Photoshop and Macromedia Dreamweaver if you want to actually make some decent websites. Microsoft is crap when it comes to web development.
But to be able to use any web development tool effectively, you MUST know HTML
first. You dont necessarily have to know CSS, but it really helps if you do. Sometimes Dreamweaver will cough up stuff you dont want, and you have to be able to think on your feet and modify the code such that it looks the way you want it to look.
It may seem like quite a bit of effort at first, but learning HTML is incredibly easy, actually. It will help a lot.
