Max hit with rune 2 handed (strength) is um... oh, 25 :oops:

Str potion, and ulmaiate strength, with r2h is 31 (with pray also)

Str potion and ulimate strength pray, with rune sckim is 23s

Well, you appear to have had some serious lack of progress, so here's some nice tested data to help?

Base hit (NO STRENGTH MODIFIER): Floor( 0.1 * (13 + StrengthLevel) )
Effects of Controlled Attack Style: +1 to Strength LEVEL
Effects of Aggressive Attack Style: +3 to Strength LEVEL

Strength Level is not treated differently when it is increased or reduced; only the current value matters for max hit.

Strength modifier effects with ZERO strength: BaseHit * ( 1 + ( StrengthMod / 100 )

Strength increases the effects of the strength modifier in what strongly appears to be a logarithmic fashion.

Prayer affects strength level, not modifier. I don't think it's rounded or floored.

Try to beat me to an accurate calc, eh? Specials are unentertaining to test, at the least.

I did some research few month ago and find that ever 7 str bonus it add +1 to your max hit (at least that what I found out most of the time).

and there is a "start" bonus for each lvl and basic hit.

for example lvl 91 is base hit 11 and basic str bonus is 4. so for example:
you lvl 91 and have 108 str bonus you get :
11 hit + 112 str bonus = 11h+112/7 = 11+16h=max hit 27

Last night I did those checks:

Str lvl: 91
Style: Attack or defence
Str Bonus: 95-100 => Hit: 25
Str Bonus: 101-107 => Hit: 26
Str Bonus: 108-110 => Hit: 27

Str lvl: 91
Style: Controlled (that actully like str lvl 92 with attack or defence)
Str Bonus: 95-96 => Hit: 25
Str Bonus: 97-103 => Hit: 26
Str Bonus: 104-110 => Hit: 27

Attack/Defence add +0 to str lvl
Controled add +1 to str lvl
Aggressive add +3 to str lvl
