should fletching be a f2p skill too?

Jagex is just letting you try it out so you can become a member. Just pay 60 bucks a year and become a member and you'll get benefits.

Exactly what Besadon said. It is hard to be a ranger in f2p if you can't fletch, but that doesn't completely restrict you in the game. Jagex are making updates and new skills for the members who pay for them, not for people who do not.

b/c you're only limited to 26-27 runes at a time at only 5 altars. air, water, fire, earth and body. besides it was the skill update to rs2 so why not?
