Get a salve ammy and go to the agility dungeon. Use your dragon battle axe special, drink a stat restore portion, then switch to your main weapon preferbly a whip. I hit 32s there right now using that technique. I trained there from 96 to 110 so far. Its a good place. You can get anywhere from 50 to 65k xp an hour.

I'm talking about the one on the side of Yannile. You need 49 agility to get to the skeletons I think. Heres a picture:

I would suggest doing slayer or giant skeletons in damis cave.
But you should bring a salve ammy and teles and do NOT fully afk cuz they can hit you pretty hard. Btw they're lvl 83 or 82 i think.

Your not dumb, not everyone knows everything.

The reason I suggest it with my technique is when you use the dragon battle axe special attack, it boosts your strength but lowers your attack and defense. So drink the stat restore potion to bring attack and defense back to normal, and still have a noce boost on strength. Its pretty much just using stat restore potions instead of buying strength potions.

talk to your slayer master. He'll give you monsters to train on. It's really good xp and loot, and you get more xp for your time. A high slayer level can get you a lot of loot.

Slayer is my favorite way to train. Maybe not the fastest, and indeed some monsters are best killed with ranged or magic, further slowing your melee stats, but when you take into account the main point of training combat, which is to kill monsters and sometimes other players so you can take their drops, it starts to sound like a better way.
