You didn't really emphasize that, though. Shouldn't the skin have had some lines in it or something? Usually that happens when you squint.

exactly, in this picture it just looks like he has really tiny eyes

It's not bad. When drawing (and with pretty much ever other form of art) you start out with some talent but the only key to making something good is through practise. I'm seeing some issues with the collar of the jacket. It looks more like he just has some loose-fitting thing floating around his neck rather than a piece of clothing. Good job on the ear, good job on the hair..though it could use some more shading.

i dont really like anime stuff but i think it looks pretty good. im not that kind of artist though so mayb thats why. great job 9/10
