New Mystic Robes?

Do you need to be able to access the Mage Guild to wear these new robes?

I saw a level 37 wearing one, and it confused me.

Or is it that you can buy it from another player?

its 235k -/+ from mage guild

250-300k from player

i think its better than mage armour (splitbark)
but not as good a def attak and str raise

Looks cool, I wonder if there are different types, like maybe more of a Zamorakian one? Heres what I saw:

u need 40 magic to wear both, but 40 defnce to wear splitbark. only 20 de to wear mystic robes.
