Might be because of the Slayer Master you use, Chaeldar always seems to give out tougher assignments, half the time Dragons. Try switching to Vannaka, see what happens.

A very nice guide to slaying Dustdevils. Though, you shouldn't get peoples' hopes up about getting a Dragon Chainmail. It's incredibly rare, and much easier to get from a Kalphite Queen.

He did say it was a 1/40000 chance... how could someone get their hopes up on those odds?
