I think it substancially random even without the movements, because they assume people are stupid to ignore and just press format. I think it calculates system time, threads in, threads out, written, etc along with speed of movement, coords of movement, etc.

I usually write the words "I love trekkie from RSBANDBForums" before clicking format.

It's helping to generate another random feature for the encryption key that wouldn't be likely guessed. It could be pulling data from current/past cursor locations, taking in velocity / distance information, anything. I'm not sure exactly, but it does indeed increase the randomness for the generation process. While it will likely be "random" enough without mouse movement, it's best to add just one more thing that isn't likely going to be able to be guessed.
