Upon looking several times, I *think* you might be referring to the paper over the webcam? If so, kind of. It was shown that Flame was able to enable microphones and cameras on computers without consent of the user. Granted, this was targeted to Iranian government and similar computers, but I think the ability / featureset for malware will improve in the general sphere in the coming years.
I remember hearing companies like Lenovo and Dell talking about sliding latches for their AIO desktops' webcams, but those have yet to come out (as far as I know). I think it may very well end up being a common feature found on laptops and desktops meant for business purposes. It makes sense, as businesses often have far more to lose than individuals.
Yeah I can't do anything about the mic. I'm not particularly talkative when I use the computer anyways.
