But I just don't understand how to make that cool border.

Try a 2 pixel white stroke (edit->stroke), with another 1 pixel black stroke (in filters) and set the blending mode to overlay.

The background's awesome but a little bright, and like MQ said, the text is a little big and would fit more in a corner rather than centered.

yea....after looking at it for a few minutes i realized it does ruin it

aww well ill make another 1 soon with that change

If you use GIMP you can:

Make a new layer
select all
stroke 10 px with black
stroke 8 px with white
(optional)stroke 6 px with black
and set the layer to overlay
