In the section at the bottom about permanent bans, the rules state the following message:

Examples of what will get you banned instantly: Posting links to scam/hack sites, posting links or talking about any participation in illegal file sharing, posting pornography, excessive spamming, threatening to hack people, trading runescape accounts, and anything else illegal or against runescape rules.

So that states clearly that any discussion about participating illegal is a permanent ban. Lets use Kazaa, a program in which you download illegally shared files. If someone said "I Use Kazaa!", that would be a perfect example of discussion about participation of illegal file sharing.
According to the rules, the user would be permanetly banned.

However, 5-6 days ago I have reported a very similar incedent.
As of today, No action has been taken to the user. Is that statement from the rules incorrect?

Actually, peer to peer downloading isn't illegal. But using it to download copyrighted material is. I'm not entirely sure what issue you're referring to, but unless the person said that they were using a p2p program to download copyrighted material, then it wouldn't fall into that category.

That rule is reserved for more severe instances. For example say someone asks how to get the latest episode of 24, if people were caught discussing how to do this then most likely a permanent ban would occur. Limewire/Kazza/BitTorrent doesn't always have to be used for illegal uses, he could have been using it for legal purposes. I often torrent various IPTV shows or Linux distributions.

So in this case the rule isn't enforced.
