Are phpbb forums even able to support an arcade. I have only seen them on Invsiosion boards.

Ill look into it and report my findings.
EDIT: Ok it can be done but it is a very different arcade than that of invisionfree, its in version 2.4.1 I think, just search for it and you can see the options it has.

Could have flash games, but then we'd need someone to make them (don't look at me, I hate flash)
It's a great idea, a lot of work would have to be put in to it but may attract a ton of new users.
However, I doubt anything new is likely to come until after the guides are put up.
