Slayer. It's the best way to get charms unless you like camping waterfiends or rock lobs.

I got most of my charms from slayer tasks, but there were plenty of occasions where I camped at a monster when I was trying to get enough charms for the next level up. I found the most effective way to level summoning was with crimson charms, and I camped at greater demons for those.

Coming from a 99 Slayer, I can tell you it is horrible profit/hour, experience/hour and charms/hour. Slayer is solely trained for variety and the cape (Since it's much easier to get when you are nowhere near maxing).
It can be said that some of the better charm droppers are Slayer creatures but it isn't the fastest method. You are aiming for mostly crimson and blue so a few options are: Dust Devils, Black Demons, Rock Lobsters, Scarabites. Nechryael, Waterfiends.

For Blue charms - Gargoyles and Aquanties are good Crims is Waterfiend and Rock Lobbies Green/Gold who cares
