when i was trying to update my account to be a member look wht ive got :? http://i25.tinypic.com/33uzygg.jpg
i asked some ppl they told me that the ip in my country dont work there and they told me to use proxy to change my ip :S
so wht the solution and how to use proxy and change ips

Usually, it's something wrong with the server. Just wait a while and try it again. If that dosen't work, try subscribing by landline. And you might want to check to see if your country allows runescape memberships to be paid via sms.

If you can't subscribe by internet, just use your family phone (ask parents lol).

I'd suggest you contact Jagex about this issue as they suggest on that error page.

Using a proxy is possibly the worst thing you could do for this error. The person running the proxy server could steal your login details or any other details you enter.

It would be easier just to do a landline membership subscription if the internet dosen't work while you are waiting for a reply from the query you should send to jagex (as mike suggested). Then when your membership runs out, you can do it by internet (if the subscription thing works).

Also, this proxy thing is news to me. So let's say you are at a library, and they dont allow some things to be shown. If you use a proxy to get into a site (facebook as an example), then the proxy webmaster could steal the details?

Making your own proxy wont do anything unless you have a server somewhere other than the place your are living because you'll likely have the same IP.

Your ISP controls your IP, if you don't have a dynamic IP already, you can't change it.

Yes, the proxy server can log any details you enter while going through it. Even if your connection is "secure" (https) to the proxy, or you enter a https address while on the proxy to connect, the proxy is still on the receiving end of the data. The proxy can log it before sending it off to the location you specified.
