I've seen lvl 91 rangers at the ogre cages at the King's Training camp.

That's the only one I can think of, but then again I am a range nooblett.

yes, just buy pots and the best equipment and armour you can afford, anything that adds to stats.

Use a bone crossbow anywhere you can get a decent amount of xp/h
This IS the cheapest method other than making all your own supplies.

Fire giants are not horrible experience, anything that has low defence and high hp is good experience (any type of giant/ogre)

An easy way to get 60k plus xp/phr is using void range at the yaks with bronze knifes and range pots.

Everyone is giving you good experience, but technically nobody is giving you 'cheap' experience. Sure, it's technically low cost, but you're losing all of your money, unless you're banking all of those hides.

If you're going to get 'cheap' experience, you're going to either want drops you can sell to make a profit, or at least break even. At your range level, camping at Yaks will be good experience. If you're looking for money (and don't want to bank all those hides :P) you might consider the traditional Fire Giants, Dust Devils, or something else along these lines.
