most mid level slayer monsters drop them, some high levels, dragons of all varieties, all giants and all warriors. slayer monsters are better for obtaining mid-level charms, whereas giants and warriors are more often than not, only gold charms.
the higher the combat or difficulty to kill a monster, the more likely you are to get a high level charms. boss monsters and sub bosses thufar are the only confirmed multidroppers for charms; that means metal dragons, black dragons, kbd, kq, daganoth kings and the sub bosses below them, etc.
charms themselves are very important. they are the only part of summoning that cannot be bought or traded, thus making them in high demand. you cannot train summoning effectively without them. you use them in making pouches, which are used to summon creatures. pouch making is the only truely effective method of training summoning.
charms are NOT TRADEABLE, and most likely NEVER WILL BE. however, due to the difficulty of obtaining them, many of rsbandbs members have suggested ideas for making them slightly easier to obtain.
i proposed a pest control skill pack which contains a set number of each charm, except abyssal, in each pouch. this method guarantees stability in the flow of charms.
sworder proposed an exchanging box, where you can cash in a few low level charms for less of the next level up, and vice versa. this would help with the ability to summon specific creatures, since you could always have the charms you need, provided you had enough total charms to make the exchange.
Connor suggested the ability to exchange pets for charms in the same way you can exchange cats for death runes. this would be a fair method that would provide a source of charms for whose who don't want to kill thousands of monsters. the level of the pet would determine the number of each level of charm you get for trading it in. this is a fair way of getting charms, because you can only raise a pet so fast, so if you don't' do combat, you can still get charms, but if you do, then it drastically increases the number you can obtain in a single day.
