Rune Armor Stand

My friend messaged me while ago saying he bought rune armor for a stand to make in his house and said that he tried to make the stand but it said that u needed 99 smithing? Is this true? I didn't know about this cuz i checked the con guide on the game and it said that u only need like lvl 28 cont to make the stand. O well.

Does anybody kno if this is true?

I think they should have that in the con guide in the game tho. You know how they have with iron smelting. it has the (50% success rate).

This would avoid ppl spending money on rune armor for the stand and then realizing that they cant build it until they have 99 smithing. Thats just my opinion tho.
