It's from the new Fremmenik Isles quest. It's a nice quest as you get this helmet.

Notice it's exactly the same as a Berserker Helm (One or two stats are like 1 point better) plus you get a +3 prayer bonus. So overall, it's better.

By the way, theres a big troll you have to kill. If you stand where you usually do when you fight him then he Ice Barrages you (</3) If you use a Dragon Halberd then you can kill him easy. You can borrow mine if you want.

It's the Jester outfit from Fremmenik Isles quest. You get it at the beginning of the quest.
