Skill Cape Question

I have a question about the Skill Capes.

Here's an exemple :

I got 99 fletch, I go get my fletching cape ( NOT Trimmed ). After that, I got , exemple, 99 fishing. I know I can get the Fishing Cape TRIMMED but, the question is, Could I get the fletching cape trimmed ?

Well, why can't you get it trimmed right away? You don't have the athority to or something?

Your fletching cape will turn trimmed automatically.

When you get " 99 Fishing " another 99 Skill, Your Fletching cape will automatically become Trimmed.

Also, If you get a Fletching cape and a quest cape only, Your Fletching cape will NOT become trimmed, Alot of people have asked this.

It does. As soon as you sparkle because of the level-up, your skill cape becomes trimmed. But the quest cape doesn't get trimmed, it never does.
