What Should I Do?

I've got nearly 16k Willow Longs(u), and I was wondering whether to sell them to the General Store?

Apparently the GS has a permanent "16gp thing" with Willow Longs, so that basically means the price doesn't change with each bow.

Should I sell them? And is this permanent "16gp thing" true?

No, it's not.

They start off at like 120gp and drop down to 16gp after selling like 10.

So if you're selling 10k, you'll get like 159k...

It is a constant 16gp ea. I sold all mine so I could make half my money back from training.

No, it isn't, unless there was a major bug when I sold 5k... I would sell them. It would take around 7 minutes if you get them in the right place.
