And I saw that dude at Pest Control...

Anyway, that is the new Tyras Helm, like the Tyra guards wear. You buy it from the new shop located at any boat dock.

They sell for 5.5K each in stores, but players sell them for 15-20K each since it's supposed to be hard to get in stores because a lot of people are there waiting for the respawn. It took me 5 minutes to get one, so it's your choice :P
