I need help on where the best place to spin flax
a spining wheel that is closet to the bank.
and the less people the better

Best place to do that would be Lumbridge Castle. Second level, I believe it would be the southern side. Just follow the large flow of people. You're sure to find it. From there, bank on the 3rd floor.

yes spinning flax at lumby castle is the best way
just start from the third floor run to second floor spin them go back to third floor bank and repeat

As already stated, I agree with Lumbridge castle being the best place to spin flax. However, there are usually a lot of people there. This shouldn't affect your efficiency when actually spinning the flax, but you wanted a quiet location so I thought I'd point it out.

yes, i think lumbridge spinning wheel is probably best place to do it, thats where I TURN FLAX INTO BOWSTRING.

neitzot island. very good, imo. plus if you run out of flax, you can kill the yaks, take their hair and hide, and spin the hair and make the hide into armor.
