You can be a skiller if you've got combat, at least compared to everyone else who doesn't do any skilling.
All skills above 40 is good, though above 60 would be best. Also having a low combat-related experience percentage would really help classify you as a skiller ([ COMBAT % ]: Big Karliny is 81.63% combat based, with 54,505,456 combat based exp, and 66,772,301 total exp.
