I happened to be before, with all the apps I bought not opening. I restored it through the computer's iTunes but I forgot to make a backup...So yeah I had to go get the apps again on ipod's apple store, but all for free since I bought them already.

Try Downloading the latest firmware (or previous if you want. Just make sure its "after" 2.0) and saving it on your computer somewhere. Once you have it saved, plug in your Touch and either shift-click (PC) or option-click (Mac) on the restore button. This should allow you to browse the specific firmware you want to restore with. Select the one you downloaded and restore from it.
This will eliminate if it is a firmware issue (especially if you use an older firmware). Let me know how this goes, I think I can help you.
Also, have you tried downloading an app on iTunes, and then syncing it over and running it? Do you get the same result?
