Well I've had a downoading problem ever since I got my new internet and router. If I'm downloading something like a large file I have to check up on it and have to hit pause then resume because it freezes. Also when watching a streamed video it freezes and I have to reload it.

Any suggestions on how to fix this?

You might want to try doing a speedtest like the one at http://www.speedtest.net it sounds like your isp is like mine, not very good.
You may also want to get a download manager like Leechget which will help with the downloads but not the videos.

What kind of cable? Ethernet? Phone hook-up? There's a big difference between the two.

Depending on what you're watching, it could be due to the server locations of whatever site you're on. If you're watching something from a Chinese site like 56.com, you're not going to be getting very fast download speeds.

Your ISP could also be throttling your bandwidth, depending on what you are doing. Try downloading Ubuntu (a free OS, but I'm just saying because it's A) Free, B) Large, C) Shouldn't be throttled, as it's not really "special") and see if your download speed get extremely slow. Or, I suppose an easier way would be to watch a movie trailer off of Apple.com, or even download a Podcast from TWiT.tv.

Not sure how big an impact this would have, but if your hard drive is full and/or slow, you may experience slow read/write speeds to the drive which you'd probably notice if you were continuing to fill it up.
