can you build webpages? html and css only

hello my name is terry, i have recently started a site for people to come, speak and get advice about their problems. the thing is the main page is messy and unprofesional. i would like some one to remodel my first page located here Link Removed and then send me it. images must be reletive to a folder in the same directory. so basically like this:
index.html
/images/
/operators/

i musy only be a single page, which is easily customised. i do know html, i just get confussed with what i want... and i get mad with my self.

Well, I could offer to design your webpages to a professional extent for you, however, it wouldn't be for free (unfortunately I don't know you, and a lot of people do pay a lot of money for professional web design) and you'd need to give a much more detailed description of what you want than where you want images to be.
