i post a lot because it's a habit i've adopted from previous forums

Raise the fines to insane amounts, gives money for programs and doesn't tie up the jail/court system.
Jail time is stupid for minor crimes since it ties up jails and courts for serious crimes, give them 3 strikes then put them away for a short period of time.
