Remember that there has always been information that the public have no reason to know about. Such information can do much more damage when known by everyone, rather than by a small few.
For example, if conspiracies are correct and the US government knew about the 9/11 attacks, if everyone knew about it - no-one would go into the trade centers, forcing the plans to change - possibly doing more damage.
