He just did sign it today after Congress revised it because of his veto last week.

Indeed, I believe that doing so would break with our most important traditions and values as a Nation.”
The article quotes him a few more times and he makes it clear that his administration will be using their greatest discretion as to not infringe on the rights of U.S. citizens and continue to improve the bill's meaning and implications.
