Thanks to a few tips I gathered a few posts on the forums about Optimus and it turns out that it is not what we expected it to be. Here is a few forums posts from various J Mods in no particular order.

As you've seen, this means that the recent performance issues have be resolved for almost all players, although there are still some engine updates being worked on to improve performance even further in various areas.

Optimus is not a change to the game engine itself, but a library that allows us to develop fixes to these sorts of issues very quickly. While today's update has already acted as another nuke to bots, it was targeted towards performance improvements and so is just the tip of the iceberg when it comes to bot prevention. Optimus will allow us to introduce various anti-bot measures seamlessly, regularly, and without reducing performance heavily. We also have another huge update in development along side all of this to break bots of every kind (not just 'inflection' bots). There's a lot coming in the near future; watch this space!"

We've recently implemented our "Optimus" update (alongside out FPS patch) that should allow us to implement anti-bot updates much more frequently and efficiently!

This has caused a bit of confusion, there are two parts to optimus one part is a change to our engine that makes it more dynamic allowing us to develop off the back of it quicker and more efficiently, this part has been released however the second part of optimus is running off the back of this to beat the bots. This part has not been released yet, i hope this explains everything!

So more clarification as to what Optimus actually is. It isn't a second "nuke" but rather a update that will more easily allow them to combat the bots and tweak performance.



These are some of the reasons that the servers have been a bit shaky (along with some other reasons I've heard but can't confirm so I'm not going to spread :P )

Anyways, just thought I'd share all this here as I found it quite interesting.

There should be a bot nuke coming soon, but when is not clear. That's a quote from the first quote you posted. Optimus is just a platform whereby Jagex can introduce new bot software into the game.

There will probably be another bot nuke during the summer. If not, I think you'll see bots go down substantial over time...hopefully.

Last time Jagex did a bot nuke they said in the future they would communicate better with their players, well this feels like the exact same situation as before.
