I doubt anyone here knows unless they're an employee for Jagex. And if they were, I doubt they'd say. 
There have been Guaranteed Content polls for Halloween 2007 and Christmas 2008, but nothing has been released for Halloween 08. I think holiday events are released a week before and remain until a week before the holiday so it might be next Monday/Tuesday for it.
