yeah, its actually faster to take the shortcut from varrock east bank than it is to abyssal craft or just run through the widerness.
1) the distance is shorter to run than the trip to the actual alter itself.
2) taking into account teh time it takes to get through the abyss, the distance from bank to abyss entry and cae entry ts the same, and the time spent in the abyss/cave is the same too, but the shortcut cave has no variable time, its just a strait shot.
3) the shortcut cave lets you out 1 floor above the alter instead of 3 floors above. so its shorter in that aspect too. the new shortcut, assuming you brought a tele, is safer and faster than the abyss and running to the alter.
ps: i really wish that you could make a second chaos wand and use it as a chargeable chaos supply (ie, enchant it at alter with X number of chaos runes and it gives you 2X charges on the wand. Double your spell useage and save 1 inventory space.
