You know the sad part is, beggers aren't just on free worlds, they're everywhere! If i can sit in Ardougne (or any city really) and not hear at least once someone asking for free stuff, it'd be a miracle. Most people begging for stuff are just plain lazy its like the welfare program of rs.
Disclaimer: Thats not to say everyone begging for stuff (or on welfare) is lazy but then again the exceptions prove the rule.
