The Small Net
The Small Net is the first tool you'll be using. And luckily you won't be using it that much. What you can do with the Small Net is basically catch the most basic of fish. Shrimps. You do that until level-5, where you use the Bait Rod (more explained below) until level-15. At level-15, you can catch Anchovies along with those Shrimps. Once you reach level-20, you're done with the Small Net.
The Bait Rod
You will be using this more than the Small Net actually. You use this new tool at level-5 to catch Sardines. Level-10 lets you catch Herring alongside the Sardines. To really use the Bait Rod, you must have Bait. You can find these in the fishing shops (Port Sarim, *Catherby) or they can also be found from drops from Zombies. Each fish you catch with the Bait Rod subtracts one piece of bait from your inventory. You will also use this from level-25 to level-30, where you will catch Pike.
The Fly Fishing Rod
The fastest way of powering experience in fishing and you just don't know it yet. Here, you will use the Fly Fishing Rod from level-20 to level-25, then from level-30 to level-35. You will catch at level-20, Trout, and at level-30, Salmon. For the use of the Fly Fishing Rod, you will need Feathers. These, too, can be bought at Fishing shops, or dropped from Chickens in drops of 5, 10, and 15.
Sidenote: Fly fishing can last you well into the 70's if you have a lot of feathers, conveniently if you cook a lot you may get a few maze events which tend to reward people with feathers anyway. Some people might like to keep this in mind.
The Harpoon
The final tool in your fishing career, and yet, there's still two more tools to cover. Here, you are introduced to Tunas at level-35. You will be catching these from level-35 to level-40. I wouldn't really suggest keeping them, as they aren't that great. You could always just sell to the nearest shop for some money, or just keep it for some minor training. Now, you will leave Tunas behind for 10 levels and go onto Lobsters (more covered below) and you won't use the Harpoon until level-50. At level-50, you get to use the best F2P food there is, Swordfish. They are also caught with Tunas, so you won't get as many Swordfish as Tunas in the long run.
The Lobster Cage
Level-40 Fishing required. Basically, this is Runescape's favorite form of Fishing. People say it is one of the best ways to level-up in fishing, and I would have to agree with them on that. There really isn't any other faster way. You will be fishing Lobsters for 10 levels straight until you reach level-50.
*The Big Net
I haven't used this much, and I'm not much in favor of it either. I only really use this in specific cases where I need Seaweed. But still, a tool is a tool, and like all tools, they must be covered in guides. At level-16, you have the ability to catch Mackerel, Oysters (which can contain Pearls) and Caskets (these contain random items, such as GP, Talismans, Gems etc...) and Seaweed (used for making Glass items in Crafting skill). Next up is the Cod which you can catch at level-23. And lastly, you can catch the Bass at level-46. (Also note that you can fish up junk such as leather boots and gloves while fishing with the Big Net.) I don't like this method much, and I don't find much use for it. This is only if you would want Seaweed or Pearls.
* Oily Fishing Rod
Yet another rod, but this time it is different. To attain this, you must have started Heroes Quest. This rod is used to catch Lava Eels. Where they can be found, they can be found in a Taverly Dungeon Lava River. Right near the Baby Blue Dragons. This isn't much of a fishing training spot, but it's a fun challenge to say the least.

Random Events
Big Fish
The Big Fish is an annoying little pest that likes to take your fishing tool and throw it somewhere else. These are rather annoying but you'll get used to them.
Whirlpools
These appear randomly at any time. The point of these is to take your fishing tool and just take it for good. Be careful of these. You'll have to find another tool when you get your tool sucked in.
River Trolls
What skill wouldn't be perfect without the random enemy? This little bugger becomes pests for most fishers. Alot of people can die right on the spot if they aren't looking, making Fishing an active skill. When you get 120 River Trolls, you should be either really good, or have Protection from Melee. They can also drop random stuff involving Fishing. Such as tools, bait, even Sharks! (A sidenote: If you have a Slayer Task of Trolls, killing one of the River Trolls counts towards your task.)
*The Fishing Potion
This potion requires 50 Herblore to make or they can easily be bought. This potion raises your fishing skill 3 levels, just like any other potion. This helps you to enter the Fishing Guild when you are at level-65 Fishing. Or, they can also be used when you are at level-73 so you can fish Sharks. Other than that they aren't any other uses I can really think of about it.
*The Vessel
This you can gain access to during the Tai Bwo Wannai Trio quest. It allows you to catch one of another kind of fish, Karambwan. However, to really use this, you must have bait, the bait this time is called Karabwanji, you must fill the Vessel with this each time you catch a Karambwan. This isn't a fast way to be fishing, but it's more of a challenge. Plus, you only need 65 Fishing to catch them and they heal 18 HP. Which is pretty good. Slow, but good.
Karambwanji can be caught in one of the lakes in Karamja by use of Small Net.
Note: To properly cook Karambwan, you will need to have completed the quest Tai Bwo Wannai Trio, or else whenever you cook them, the fish will be poisonous.
Evil Bob
Evil Bob the jagex's cat's evil twin appears and kidnaps you taking you to ScapeRune. Finish the mini-game event to be teleported back to your original position with a reward.
