I'm not sure about buying in the UK, but for North America, something like
this would probably work. 17.3", so not overly portable.. 4GB RAM, dedicated graphics card, i5 processor, 1600x900 display.
The HDD isn't the fastest, but it shouldn't be the worst. I've got 5400RPM drives in my laptop, and they work fine for everything. Haven't had to do any FRAPS stuff lately, but I doubt you'll have issues.

For some reason, people have become accustomed to these 720p screens, instead of opting for the better screens.

With any of the suggested laptops, you're beating the recommended system requirements. Unfortunately Fraps will likely be encoding on the fly, so I can't say for sure how well it'll perform in that case. If possible, set it for lossless capture and throw the media out to an external device / secondary HDD. That way, you can encode that after your games, rather than encode while playing. It's possible that the i5 that is in many of the recommended systems will handle encoding + playing the game at the same time just fine, but it's an option to consider if you are having issues with framerate.
