Bandwidth Speed? Extreme Change.

Why is this happening? Look at the significant change in the two tests.

And I've noticed it too. What is going on?

No idea why but that is a dramtic change.

Is it a fluctuation that happens every day? Or is it something that has just happened between the two tests.

Try it again, and see if it's just an odd discrepancy in the second test.

It might be based on the time. Both shouldn't be near peak hours, but you never know. There could have been work going on with the lines that day which caused the problems, or someone could have really been using more than their fair share of the bandwidth. Just test again sometime off hours, maybe everything will be back to normal by then.

Ok, I'm going to do a test with everything that connects to the internet turned off. That way, I will be able to soak up all of the INT3RW3BZ, and then lets see what happens.

Since it is staying low, I'm guessing either your ISP has greatly throttled your account, or the line that you were on last August is now congested with more subscribers who are using some of the bandwidth you once had.
