It does either sound like a proxy problem or some type of spyware.
Hell, maybe someone's playing a cruel joke on you and blocking port 80 on your firewall. XD
Never thought of that... Check Windows firewall and any other third party firewall that you may have installed to see if port 80 is being blocked. Also, if you're connected to a router, check to see if port 80 is open.
Also, have you tried accessing the Internet from a different user account? If this works then you should be able to discount proxy settings as these are specific to user accounts. The same goes for Windows firewall settings (I think- you'll have to check on that though).
