Ok, here is the final result that will come from this tut:
 Now, for the tutorial.
I started with a 300x300 document with a black background.
After this, simply make your text using a simple font. I used Verdana. You can use any text you want with any content. I used Verdana at 36px font saying "Brandt Test". After this, apply any effects to the text you want. I kinda wanted to go with a metallic fiery text. Here is the result.

After this, draw a single long line to the text. It doesn't matter at this point the color. After this apply these settings.
 --------------------------
 --------------------------

Set the line to a spot on the text, preferably an edge. This is my result after applying it to the corner of the capital "T".

So, now that you have the "laser" to the text you need to make the sparks. To do this, just make smaller lines comming from the end of the laser hit. It can be any amount, just make sure they are at all different angles, each varying in height. Merge all these down if you want if to save you a bit of time. Apply the same effects to the laser as to all of these small lines. Here is my result:

Now, you have the sparks and the laser. Whats missing? THE IMPACT! Now, to make this, use a brush size of of 12-16 with a hardness of 0. Use this brush to make a single impact point where all the laser spots merge. Then, apply the same settings as the lines to this point. This will give you a result something like:

There you go, you have a simple laser/impact/spark text for your everyday use. You can change these settings for different colors if you want. I changed the colors around a bit and got these OTHER results:
1: (blue)

2: (green)

I hope this tutorial helps ya.
